Strategy for the Eradication of Violence against Children and Adolescents

Portada de la Estrategia de Erradicación de la Violencia sobre la Infancia y Adolescencia, con una imagen de un rostro infantil, el título del documento y el logotipo del Gobierno de España y del Ministerio de Derechos Sociales y Agenda 2030The most important change that has occurred in recent years in our country regarding violence against children and adolescents has been the change in society's perception of the problem that has led to, among other things, to make it a priority on the political agenda. violence against children, girls and adolescents has gone from being perceived as a problem of reduced dimension and limited to certain socioeconomic realities to being recognized for what it is: a social problem to which an effective response is urgently needed, rigorous and coordinated.

Pepa Horno and F. Javier Romeo, of the team of Spiral Consulting Children, jointly with Elda Moreno, We have had the privilege of preparing the base document of the Strategy for the Eradication of Violence against Children and Adolescents of Ministry of Social Rights and Agenda 2030 what was presented today, 16 November 2022, in Madrid. To this end, we also have the collaboration of a committee of childhood specialists, from here, we want to reiterate our gratitude because it allowed us to review the adequacy, relevance and ambition of the different measures that we proposed, as well as all the public and private entities that have participated in the different processes.

This Strategy includes the actions that must be developed in the coming years at the state level if the eradication of violence against children is to be achieved., and adolescents. These actions are structured around five strategic areas:

  • area one: Guarantee the knowledge of the reality of violence against children and adolescents necessary to develop effective action strategies and adjusted to it.
  • area of: Create a culture of good treatment and zero tolerance for violence against children and adolescents.
  • area three: Guarantee that the environments where children live and interact, girls and adolescents are safe environments.
  • area four: Guarantee specialized and multidisciplinary care for children, girls and adolescents who have suffered or exercised violence.
  • area five: Guarantee a multidisciplinary and coordinated approach to violence against children and adolescents.

Each of these areas includes different measures to guarantee its implementation., together with their responsible agents and corresponding evaluation indicators.

This document aims to generate a general framework that can include the different actions that local administrations, regional and state, as well as the different social agents as entities, associations, companies the NGO decides to undertake. In this way, the actions would be coherent and would be able to respond to the most important deficiencies identified today in addressing violence against children and adolescents.. Includes the actions contemplated in the Organic Law for the comprehensive protection of children and adolescents against violence (LOPIVI) in Spain (whose development is discussed in a previous post on this blog), but it goes further. As mentioned in the same document, “this strategy aims to strengthen the work of prevention of all forms of violence, improve detection and early intervention from a comprehensive and multidisciplinary approach” (p. 9).

for the team CI Spirals It is a privilege when we are allowed to make technical proposals and political approaches to the issues we work on.. For this reason, we do not want to stop thanking the General Directorate for the Rights of Children and Adolescents for having relied on our work to prepare a document that can be a reference for those who decide to address this problem.. Thanks to the Committee of Specialists who helped us configure its content, to the kids, girls and adolescents members of the State Council for the Participation of Children and Adolescents (CEPIA) who participated in the process, adjusting its focus and enriching its content, and all the members of the Childhood Observatory who made key contributions when it came to the necessary measures for its implementation.. But we want to especially thank Elda Moreno, who accepted with his usual generosity to be part of our work team on this project. from the same philosophy the CI Spirals we believe in promoting networking, and working on this technical proposal together with her has been an invaluable learning experience.

From this proposal, We can only wait for the clear answer, courageous and committed by each of the social agents and administrations involved. The answer that the suffering of children deserves, girls and adolescents who are suffering some form of violence, as well as the inner boy or girl that remains within those adults who suffered violence in various ways in their childhood and adolescence and did not receive the social and political response they deserved.. we owe it.
